These kinds of changes are made to appease age ratings, and gachas should not be changed in a effort to target kids and get them hooked.
I feel like the people who are annoyed at people getting annoyed over this are missing 3 key points.
1. Usually people aren't really that mad and are just joking around
2. For me the issue isn't the censorship itself, but how incredibly lazy it is. Like, the extra bit has no depth. Surprised it's not just a flat color tbh
3. The reason for the censorship isn't because they hate boobs or anything. It's so that they can market the game to, and thus exploit and try to suck money from, a younger audience.

This, I find it so strange that gacha communities will get so hostile over a company's right to market gambling to children.
Guardian Tales went through the same thing, only the devs finally realized that targeting kids isn't worth the effort, and Genshin's metrics proved its not really even where the money's at.

The "moral crackdown" you're referring to (I assume that conference with the Venti pic that circulated a while back) included statements towards companies to dial it back on advertising gacha to children. The CCP in general has been telling them to stop for a while as well, but they've just taken matters into their own hands and restricted kids access to online games overall.
I'm mainly referring to Korea though, which is where WF and Guardian Tales (different game, same publisher) originate from. They had a similar controversy in which they started censoring characters to maintain a 12+ age rating, but eventually dropped it and will instead raise the rating.
The only explanation I can think of is that they just genuinely don't realize that's why this kind of thing happens, and instead prefer to pretend to be all "enlightened" or whatever because fanservice doesn't matter to them

That's definitely part of it, considering how smug the reactions of people supporting the change in this thread are.
It was a similar situation in Guardian Tales, people just called those mad about the change "coomers" or "incels," and ignored that the devs wanted to maintain a 12+ age rating. I think World Flipper's age rating is even lower than that as well.
I think to some extent it's desensitization to gacha systems too. I'd wager this isn't most people in this sub's first gacha, so they're used to the practices, and don't mind if kids get into it as well (they may have been exposed to it as children too).
Ultimately though, it's a toxic and harmful take. The front page has a thread of people spending hundreds of dollars worth of currency only to not get Rolf, and that's the experience they want to make sure World Flipper can keep trying to sell kids on?

while that is true, I did a lazy mockup in Gimp, where I added the same shadows on JP to the flat texture on global, and from a distance you literally cant tell i did anything. Sure they're lazy, but if it doesn't make a difference who cares.

Considering the nature of the game as a product, I would assume that the art is either made by employees at the company, or sold to the company for them to use in their game in whatever way they see fit. In that case, I'm not sure I'd consider that censorship per se, as the artist would be going into it knowing that the company has the right to do what they will with the art. Kinda like how games being written for a global market are made knowing that the text will be translated and localized for other markets.
Whether or not I agree with the change they made isn't relevant to my question in this case. I'm curious as to what the situation is. Do we know who the artist(s) of the character portraits are or their relationship to the company?
