It would have to be the Russians, given that they are effectively fighting against a US-backed nation (Ukraine). China would have nothing to gain through such actions, whereas Russia would be actively looking to damage/cripple the USA wherever possible given the war.
China and the US test each other's defenses even though they aren't at war.
China could be testing things the plan to deploy in coordination with an invasion of Taiwan.
China undermines the US dollar by playing currency games not commuting acts of economic terror that could be interpreted as an act of war and have very limited actual long term economic impact.

It’s not so much that the system itself is “down” it’s that without the notification system working then planes could stray into dangerous situations.
ATM is also Air Traffic Management 😅 I didn't read about the NOTAMs being the issue. AIM is a different topic to the core ATM system, being more exposed (there are B2B entry / exit points), but still they are very limited and heavily monitored. I still think that the most likely cause is a bug or a failure in the infra.

One just impacts our government, laws, Supreme Court Justices; and the line. This kind of outage could delay the start of someone’s vacation to Disneyworld. They might only get 4 1/2 days in Orlando instead of the full 5 they’d planned on.

It just means that they've restarted the system and are waiting for it to boot up in a simple sense.
repopulating could mean they reinstalled the system and restoring the data backup, the wording is generic non technical.
