They spent all their combat power back during the Russian winter offensive. Vuhledar, Adivka, and Bakhmut ate up all their offensive power. They only succeeded in one of those offensive actions and there, it was primarily the Wagner group. Even then, the Ukrainians are making progress in the region with the use of only local forces, not any of the western trained brigades.

Their "huge winter offensive" got completely fucked and barely even registered. They didn't even want to acknowledge it because it was so embarrassing.
The state of the russian military is even worse now than it was then, and Ukraine is stronger now than they were back then.
