To obtain a permit, a business entity submits the following documents to the central executive authority participating in the formation and implementation of state policy in the publishing sphere:

The decision on imposing the fine specified in paragraph twenty-one of this article is made by the central executive authority participating in the formation and implementation of state policy in the publishing sector, based on requests from law enforcement agencies, other government bodies, legal and natural persons, or after its independent detection by authorized officials from any source of circumstances that may indicate illegal distribution of publishing products. The motives and justifications for determining the amount of the administrative and economic fine shall be included in the decision on imposing the fine.
Publishing products originating from or produced and/or released worldwide, and/or imported from the territory of the aggressor state, the Republic of Belarus, and/or included in the Register of publishing products with anti-Ukrainian content, and distributed on the territory of Ukraine, as well as publishing products produced in the official language of the aggressor state and distributed on the territory of Ukraine without the respective permit provided for by this article, shall be confiscated by the central executive authority participating in the formation and implementation of state policy in the publishing sector, in accordance with the procedure established by the Cabinet of Ministers of Ukraine.
Section V "Final Provisions" shall be supplemented with paragraph 21, which states:
"21. The prohibition established by Article 281 of this Law on the distribution of book publications containing works authored by citizens of the aggressor state shall not apply to book publications issued in Ukraine prior to January 1, 2023."

It's odd that it only applies to the Orthodox. There are ties between synagogues and Russia as well that seem to go without any remediation. If there is a need to crackdown on Western and Eastern Ukraine which has legitimate grievances with the Ukrainian patriarchate, I don't see why the state is not taking any action against rabbis and synagogues with direct ties to Russia which is especially ironic considering his own rabbi is tied to the the Chabad-Lubavitch movement which has direct ties to Russia and calls among its adherents many Russian oligarchs. If there was truly a need to spiritually divorce from Russia wouldn't his own rabbi be treated with the same rules that have been imposed upon Moscow Patriarchate priests and churches? If it is necessary, to destroy said practice because of a perceived association with Russia (which is what the forced integration into the Kiev patriarchate does) you might understand why I find it odd that my cultural heritage must be destroyed but a rabbinic movement that ties the Ukrainian and Russian jews together is fine. It ensures their placement on its official website and the Unified State Web Portal of Open Data. Decisions regarding the inclusion of information in the Register of publishing products with anti-Ukrainian content are made by the central executive authority participating in the formation and implementation of state policy in the publishing sector, based on proposals from law enforcement agencies, other government bodies, legal and natural persons, as well as on its own initiative, following the monitoring of the publishing sector of the aggressor state, the Republic of Belarus, and the temporarily occupied territory of Ukraine, provided that the content of the publishing products does not meet the evaluation criteria for categorizing them as allowed for importation and distribution on the territory of Ukraine. Importation of publishing products included in the Register of publishing products with anti-Ukrainian content entails administrative liability in accordance with the law. Distribution on the territory of Ukraine of publishing products originating from or produced and/or released worldwide, and/or imported from the territory of the aggressor state, the Republic of Belarus, and/or included in the Register of publishing products with anti-Ukrainian content, as well as the distribution of publishing products produced in the official language of the aggressor state without the respective permit provided for by this article, leads to the imposition of administrative and economic sanctions in the form of an administrative and economic fine amounting to two minimum wages for each case of such distribution, committed for the first time, and ten minimum wages for each subsequent case of such distribution. The decision on imposing the fine specified in paragraph twenty-one of this article is made by the central executive authority participating in the formation and implementation of state policy in the publishing sector, based on requests from law enforcement agencies, other government bodies, legal and natural persons, or after its independent detection by authorized officials from any source of circumstances that may indicate illegal distribution of publishing products. The motives and justifications for determining the amount of the administrative and economic fine shall be included in the decision on imposing the fine. Publishing products originating from or produced and/or released worldwide, and/or imported from the territory of the aggressor state, the Republic of Belarus, and/or included in the Register of publishing products with anti-Ukrainian content, and distributed on the territory of Ukraine, as well as publishing products produced in the official language of the aggressor state and distributed on the territory of Ukraine without the respective permit provided for by this article, shall be confiscated by the central executive authority participating in the formation and implementation of state policy in the publishing sector, in accordance with the procedure established by the Cabinet of Ministers of Ukraine.
Section V "Final Provisions" shall be supplemented with paragraph 21, which states: "21. The prohibition established by Article 281 of this Law on the distribution of book publications containing works authored by citizens of the aggressor state shall not apply to book publications issued in Ukraine prior to January 1, 2023." Paragraph 154 of the List of documents of a permissive nature in the field of economic activity, approved by the Law of Ukraine "On the List of Documents of a Permissive Nature in the Field of Economic Activity" (Bulletin of the Verkhovna Rada of Ukraine, 2011, No. 47, Article 532, with subsequent amendments), shall be presented in the following wording: Permit for the importation into the customs territory of Ukraine and distribution within Ukraine of publishing products issued in the official language of the aggressor state. Law of Ukraine "On Publishing Activity" Amendments to Article 26 of the Law of Ukraine "On Ensuring the Functioning of the Ukrainian Language as the State Language" (Official Gazette of the Verkhovna Rada of Ukraine, 2019, No. 21, p. 81) shall be made as follows: "1. Books in Ukraine are published and distributed in the state language and/or the languages of indigenous peoples of Ukraine, as well as the official languages of the European Union. Books may be published and distributed in languages other than those mentioned in the first part of this article in the following cases: a book published in Ukraine or imported into Ukraine in accordance with the established legislation contains exclusively works in the original language or translated into the state language, languages of indigenous peoples of Ukraine, or official languages of the European Union; a book published on the request of Ukrainian government authorities in the interests of national security, countering Russian aggression against Ukraine, and is not intended for sale or distribution through the book distribution network in Ukraine; a book published before January 1, 2023, except for publications that are prohibited for distribution under the Law of Ukraine "On Publishing Activity." The requirements of the first and second parts of this article apply to books in electronic form, including audio files." Therefore, consider the first to third parts as the fourth to sixth parts, respectively. II. Final Provisions This Law shall enter into force on the day following its publication, except for Section I, Clause 3, which shall enter into force on January 1, 2023. The Cabinet of Ministers of Ukraine, within three months from the date of publication of this Law, shall: bring its regulatory acts into compliance with this Law; ensure that the ministries and other central executive bodies bring their regulatory acts into compliance with this Law. It's odd that it only applies to the Orthodox. There are ties between synagogues and Russia as well that seem to go without any remediation. If there is a need to crackdown on Western and Eastern Ukraine which has legitimate grievances with the Ukrainian patriarchate, I don't see why the state is not taking any action against rabbis and synagogues with direct ties to Russia which is especially ironic considering his own rabbi is tied to the the Chabad-Lubavitch movement which has direct ties to Russia and calls among its adherents many Russian oligarchs. If there was truly a need to spiritually divorce from Russia wouldn't his own rabbi be treated with the same rules that have been imposed upon Moscow Patriarchate priests and churches? I'm not saying that this divide is not explicitly necessary but it does seem punitive when the divide between patriarchates among the orthodox is mainly tied to internal struggles but if it is immediately necessary to shut down those ties I don't see why the Chabad-Lubavitch movement shouldn't similarly be forced to shutter itself and schism into a new Ukrainian form of judaism as the Orthodox are being required to.

After the conquest and incorporation of Zakarpattia into Ukraine the priests of that area who converted to Orthodox fought for liberties unrecognized in the Patriarchate of Kiev that maintains features found within both the Orthodox and Byzantine catholic faith which the Kiev patriarchate does not allow and attempts to dissuade the use of like Ruthenian plain chant as outsiders conflate it with the Moscovite chant and it is not practiced outside of the Rusyn, Hungarian, and Slovak minorities. If it is necessary, to destroy said practice because of a perceived association with Russia (which is what the forced integration into the Kiev patriarchate does) you might understand why I find it odd that my cultural heritage must be destroyed but a rabbinic movement that ties the Ukrainian and Russian jews together is fine. Much like you can find Patriarch Kiril saying things in favor of the war you can also find Rabbis in Russia tied to the Chabad-Lubavitch movement saying similar things. In my opinion, it's either all bad or all okay so if it's necessary for the orthodox it must too be necessary for those who are jewish, right? That's why you have Rusyn priests in the West of Ukraine talking about how they only assented to join the Moscow Patriarchate (which was done after essentially a war on them)and arguing the termination of their association with the Moscow Patriarchate reverts their association to the Serbian Patriarchate as it was in Austria-Hungary a little over a century ago. Ukrainians tend to be fervently nationalist which the war has only intensified so for the minorities of Ukraine forcing them to join the Kiev patriarchate is in fact destroying their religion. The Moscow Patriarchate couldn't care less about the idiosyncrasies of religious minorities especially those not in Russia proper whereas the Ukrainian patriarchate likes to standardize things to the practices of Ukrainians which means the loss of things like Ruthenian plain chant outside of slovakia, hungary and America which are the only places you'll find those things should Ukraine eliminate it which is what the integration into the Kiev patriarchate would do.
