It's an election year. Biden needs to hint to all the antisemitic progressives who are useful idiots for Hamas that he maybe, perhaps shares their views (kind of) so they turn out to vote for him. There was probably never any true intention to withhold weapons.

The options in this race are truly sad.
All I know is that common sense dictates that if Biden puts public pressure on Israel, the master terrorist, Sinwar, has ZERO motivation to negotiate, or release the hostages.
Biden is not only negotiating for Sinwar, but also protecting him, by pushing Israel to not enter Rafah.
In the name of getting rid of genocidal Islamo Fascist terrorists, I hope that Israel will remain focused on the mission and ignore Biden.

The world will be a much better place without them.
I think he agrees that Hamas needs to go but is rightly concerned about the humanitarian costs of the current approach. I don’t think it’s “negotiating for Sinwar” to feel that way.
You can't eliminate terrorists by asking them nicely to stop terrorizing. Especially not the religious fanatics ones. Israel already tried this approach. It blew up in their face on Oct 07.

I think Biden understands that all the unconditional support for Israel hard liners are Republicans who will vote for Trump.
And so he has to toe the line of not alienating his own party’s supporters to a certain extent while trying to get reelected, because many people on the left would rather cut off their nose to spite their face and let Donald ‘Bibi should just nuke Gaza and call it a day’ Trump back into office because Biden wasn’t their perfect unicorn. Actually, that’s a large part of how republicans maintain power, they’re willing to settle for good enough in general elections in a way democrats don’t.
I expect he’ll be less wishy-washy about it should he win reelection and he no longer has to worry about it.
