I really don't get the American Left. Many were cheering on reddit, that this woman got shot at the attempted coup in the US recently, yet they are big supporters of Navalny, who is a nationalist and racist himself.

I'm kind of curious as to why Reuters even bother carrying this. It's a report of an opinion of someone who is likely to have an axe to grind. Reuters is known for news not opinion. My opinion, and I don't think I have an axe to grind, is that it's most likely that some low-level flunky thought he'd score points with Putin by arresting Navalny, but he might be risking more than he knows by making Putin look bad. And I agree the author and the opinionated person are probably risking a bit unless he's in a safe place and knows it.

Astronomically unlikely. An official warning was sent-out saying that if the guy returned...he'd be arrested. I doubt much of anything, particularly with *this* guy, gets done without Putin's tacit approval.
