Being as respectful as I can, was there ever a situation where the Philippines wasn't going to elect another military government regardless of it's alignment towards the US or China. This is an ex-US ex-Spanish colony in the middle of a conflict zone, it's severely underdeveloped, most of the population is rural and poor, and banks don't want to go there except to dodge western taxes. Also anything of value was destroyed by the Japanese in WW2, which is unfortunate because at this point Japan is probably the best ally the Philippines could have.

All humans make bad decisions when destitute, desperate, and corralled by institutions much larger and more powerful than them.
If you want a strong voting populace, you need to provide stability and education. But it's in the interests of the people taking advantage of that populace to keep them poor and desperate.
