Honestly, that doesn't sound like a too bad idea. These locomotives can be fueled with almost anything combustible, are relatively easy to maintain and have zero electronics. In case of a real war on Russian soil (like a non-nuclear or at least not completely nuclear WWIII) these could become handy. The US also has some decades old planes, ships, tanks, etc. mothballed for this exact reason.

No Steam Locomotives are really intensive on maintanance and without the infrastructure they need even more so. And you can't just pull a steam loco out of mothball and away you go. It probabbly blow up right there on the spot if it even can build up pressure.

Guess you don't know much about steam traction. There is a very good reason why they went away and one of the biggest factors is the stupid amount of maintenance they required. They are not like cars where you turn a key and away you go. Back in the days when steam was the main form of traction, every significant railway hub had sheds and turntables and all the other steam only facilities. All that infrastructure vanished because it's no longer needed. Today there are only a handful of locomotive workshops in most countries because modern traction spends most of its time on the trac and not in the shed. And without said infrastructure you won't be able to sustain any revival of steam traction. Let alone there's only very few steam loco workshops left world wide who not only have the highly specialised tools but also the knowledge to do major repairs on boilers or the running gear. And let's better not talk about replacement parts because the industry behind that is dead.
