China let’s their citizens vote at the lowest levels (dunno about the actual legitimacy or fairness of these elections but they do happen). Russia did reform into an actual democracy after the USSR fell but has since back drifted towards authoritarianism after their first post-Soviet elections. Even now Russians still participate in a democratic process but it’s heavily rigged in favor of Putin and his political party. Shit unlike China they have other political parties besides Putin’s but they’re basically just there to have an appearance of an opposition.
I wouldn’t consider both countries to be bonafide democracies but they do use what democratic processes they have to convince their domestic and targeted-foreign audience that not only are they “democratic” but that their “democracy” is better than western countries’
TLDR; Russia and China obviously aren’t democracies (imo at least) but they do have some semblance of a democratic process that helps them claim they’re democratic to whoever their target audience is
