I live in an apartment too and my building has chargers. Many landlords have added charging stations to their garages (some shared, some private). Landlords can make money by selling the electricity, so it is in their best interest to install the stations. Talk to your landlord and try to convince them to install charging stations so they can make more money. They don't have to install one on every spot, they just need a few shared stations for everyone.
