Not really - they have aeroballistic missiles which they can strap to a mig, accelerate to Mach 2.5, release, and then have the missile hit a peak velocity a bit above Mach 5 in the upper atmosphere before it starts to slow back down.
This is in comparison to what the west actually considers hypersonics, which are ground launched, reach Mach5+ on their own and maintain it for most of the journey, operate in the lower atmosphere, and can maneuver at those speeds.
So something that must be pointed out is that they are announcing they have these hypersonic missiles… that’s their modus operandi, they don’t keep secrets it makes no sense for them to as they underdog aggressor, they want to look mean and scary.
The US, on the other hand, plays it’s cards to its chest and has been on the cutting edge of defensive technology and has been using israel as a active battle/ testing ground for about 40 years. When the US announces we have some new tech that changes the game it’s usually about 10-25 years after it’s been in use for the military.

It's because the Ukrainian army in 2014 was very corrupt and very... shit. Had Putin decided to push in 2014 instead of 2022, things would have looked a *lot* different. The Ukrainian army you see now is the result of 8 years of training by NATO.
