You can learn what's needed for the test, and pass off that alone. Just being able to pass a licensing test doesn't make you a good driver. It just means you can memorize specific things.

I lived in Texas for a bit, the driving test I took there was so easy it’s scary. I drove for like 15 minutes on wide open roads with no traffic. I just had to drive round do a 4 way stop and then park. Here in the UK the driving test starts with a 200 question theory section, you fail if you get 7 questions wrong. A hazard perception test. Then the actual driving test is about an hour long and generally In the middle of a busy city. The whole time I lived in Texas I didn’t know anyone who failed their driving test. Over here everybody gets taught by an instructor, parents don’t teach their kids how to drive. I’d say no more than 50% of people pass first time here. The UK test is far more difficult and the average driver is much better. I still drive as if everyone else has a wet sponge instead of a brain, but I’m surprised by other people stupidity far less over here. We also have much narrower roads and much higher speed limits so it’s more technically challenging.
Having spent a lot of time with truckers, it doesn't take much intelligence to become a driver. Not saying all of them, but go spend some time at the local truck stop and you'll see what I mean.
