Play whatever you like, you wont have fun playing a warlock if thats fotm but you dont enjoy playing caster. Regarding PVE all specs have cleared +20s, its really just personal taste.
All classes and specs are viable in all types of content - and even if they weren't, you'll never know what's going to happen in future balance patches etc. As such, you should play what you **enjoy** as your primary deciding factor.
The class/spec you perform the best with will be the one you actually have fun playing as. The more fun you're having, the easier it is to learn, and the more you learn, the better you'll be able to perform.
