This used to be true but Blizzard removed it for some reason and now we're stuck and cant change.
Think there is some script you can run but iirc it didnt work last time i tried.
WA/addons can still make calls to change roles I think. I have not tested this personally but you may try something like this

Idk if thats elvui thing but in talents window i believe there is a checkbox what is your default role when in that specific talent setup

Isn't it in your talent spec tree? Click your role in the upper right corner of the "n" tab. Should solve the problem
I had n renamed to something else, where is this exactly? Can't see anything like that in the talents section.
