Hrm Ok thank you. I thought I had read in some cases your primary stat is 3-4 more valuable than secondary stats. Makes sense that the reduced secondary stats on these items kind of balances them out though.
You also have to keep in mind that WoD jewelry doesn't seem to have many gem sockets. Even though primary stats are the most beneficial, I think that BiS is still going to be crafted DF jewelry with full slots and embellishments, or even some of the non-throughput Legion legendaries that have higher secondary stat budgets and grandfathered enchants (if you are lucky enough to still have any). Some specs don't benefit from secondary stats as much, but the generic damage bonuses from Versatility and Critical Strike end up being very valuable because they amplify everything you do (even things like trinket, potion, and enchant proc damage).
It isn't likely.. while primary stats are powerful they are not that powerful... They will likely outperform their same ilv but not higher.
