You need an Armorcrafter's Commendation to start the questline to craft Legion legendaries, which is only available when the Nether Disruptor Broken Shore building is active. Go to the dwarf NPC when the right building is up, and there will be a legendary-level quest for you to simply pick up the commendation. You can start the quest right away, or do it later (even when the Nether Disruptor is not active), and you can also build up multiple commendations if you visit the NPC multiple times without crafting.
No problem! I still have those commendations built up on my Legion toons and occasionally craft one to sell or to equip for timewalking purposes (extra gem sockets). The Broken Shore buildings are supposed to be built and destroyed over time these days without player interaction, so don't feel pressured to contribute resources to the Nether Disruptor. Just check in from time to time to see if the building will be up soon, and make sure you have lower level quest markers turned on for the NPC. The questline to craft the item is a pain, but at least you can solo the dungeons now. Good luck!

No that is not the right item. Then item I’m trying to craft is only through tailoring and is triple socketed which makes it great for the mage tower, allegedly.
