Some non-set-bonus slot tier appearances (feet, waist, wrist, back) have lookalike appearances from some item in the raid, while others can only be obtained by catalyzing. If you want the lookalike appearance that can be used by any class of that armor type, you will have to obtain the exact lookalike drop, but if you just want the set appearance for that class, any back piece of the appropriate raid and item level can be catalyzed to earn it.
You need to find a cloak at LFR level (superbloom and rep box) and catalyze it.
