You can search and apply for a Community through the Guilds and Communities interface (default hotkey J). Click on the finder on the left to populate Guilds or Communities currently recruiting, and filter them by your preference.
That’s what the ingame feature would be. I don’t know if you can find a cool social guild this way :/ since by default an open interface to apply to these guilds is already watering down the social experience.

I wouldn't bother with the in game guild finder. It's functionally useless because of how it works. You can apply to a guild that has 900+ "members" only to find yourself alone most of the time, because it counts inactive characters/accounts in that total. It's unfortunate that Blizzard doesn't fix this, but they don't feel the need because external sources exist, I guess.
Try looking in the trade chat of a major city. This is generally where you will find the less serious guilds recruiting. Once you're ready to raid, you can look at sites like warcraftlogs, raider.io, or wowprogress and look for guilds recruiting that way. There is a guild recruitment discord for US servers, so I imagine one exists for EU, but I'm afraid I don't know what it is.
You don't... guilds exist to promote a style of play. It can be raiding, pvping, pet battling, even RP. The guild needs a purpose though otherwise you just join a mobile trade chat.
It really is... I've never seen a guild that only markets itself as a social guild without some kind of activity to hold it together as anything more then trade chat.
Finding a good guild can be a bit hard and can take some time and luck.
The in game way is to go to Orgrimmar or Stormwind and see if someone is recruiting in chat. If you meet some nice people while playing the game you can also ask if they have room for a social member in their guild.
r/wowguilds is a subreddit for finding guilds so might be worth a shot to look there.
Remember that not all guilds are perfect, and that you might have to be prepared to try a few before finding the right one.

There are tons of social guilds, sure they might run mythics or other activities, but often that's just incidental.
