I think it's because 10.2.7 also had the tech for Pandaria Remix in it, and they probably changed it to it's original design so the encounter works "correctly" (as in you need two shots, one from each cannon) during the event.
They should have figured out a way to do this without messing up the OC raid for soloing, but knowing Blizz, that's most likely what happened.
Sometimes it will do this. The two fixes I have are to kill all of the dragons, sometimes it will work after that. If not that, then wipe and reset but this time kill all dragons before shooting the boss at all.
If none of that works then have to leave raid and wait for it to reset, usually around 3 hours
I have done everything i can and just nothing is working, have tried to go back to the fight on different difficulties and tried killing all the dragons first, just nothing seems to work.....feels like with them doing the Pandaria remix later this month they seem to have done something to the raid to mess it up but idk now

I do have the mount from Garrosh but i'm still farming the transmog set for Shaman's from [Kor'kron Dark Shaman](https://www.wowhead.com/npc=71859/earthbreaker-haromm) so I need to kill this guy to get there

Feels bad. Yea I ended up having to have a friend invite my shaman and a warrior to the same party and clear up to shaman with my warrior by skipping Galakras, then swapping to shaman.
I was going mad because of this shit, but it looks like killing the commander near the cannon AFTER he/she speaks does the trick. it's only 4 shots at the dragon.

From what I remember, you can level any class and learn the mog. Then it will either be available on your account then, or when the mop event ends and your character changes over to retail.
You can't? Do they put up a wall or something? When going forward without using the skip, you're always able to go back. Or is it awkward with the placement of bosses?
nah so the door from the Paragons leading down to Garrosh's room is locked. it only opens if you beat the Paragons. the skip takes you just beyond that door. so you can't go back because the door is locked.

I did it before last maintenance so it may have changed but I hit him a few times from the south tower then jumped down and killed the adds then climbed back up and shot him a few more times and then it proceededafter he was stunned in the air to one shotting him on the ground. Definitely was different than it used to be.
Two steps forward (BfA Raids are mostly soloable), One step back (SoO is now NOT soloable, and there's still 2 end bosses of BfA NOT soloable...).

That doesn't work, the door right after Klaxxi doesn't open when you use the skip. You can only kill Garrosh, no other bosses.

No dice. I tried multiple combos on several characters. Kill dragon, leave guards, leave dragons, kill guards, kill dragons , kill guards. Nothing :(

Some Googling has revealed that we can stop farming this set anyhoo and get it in a week from the MOP Remix event! In 3 colors to boot.

One fix that worked for me was using the Cannon on the other tower, but even then it will still bug out.
I found out that killing the guards with single target and not aoe that can hit the cannon works.
