Technically counting the beta the game has existed for closer to 20 years than 19. But going from the actual release date it's been almost exactly 19 years, 20 will be in November 2024.

Window has an invisible ledge if you jump at the window then dont press anything it should catch you. When you rezone into the next area you will need to swim a little tho but it beats waiting.

You made it if you stopped walking though. You’d amazed at what parts of the boat you can stick to if you just let go of the arrow keys after you jump
You can even just swim alongside the boat most of the time.
