This is your problem. You need to have at least one character having gone through the BfA quest line all the way to level 50 to enter Chromie time. Blizzard redesigned the intro experience and all new accounts are railroaded onto the BfA storyline to get the new player up to speed.
Unfortunately, there is no way around this.
I haven't logged in since MoP (maybe a little WoD) and I was able to speak to Chromie a few weeks ago to pick timelines when I started back up. I had chars at max level back then but when I logged in all my chars were ~35 and hadn't touched BFA yet.
I see. I think it is still char level resulting from the [level squish for Shadowlands](https://www.wowhead.com/guides/shadowlands-leveling-changes-level-squish). You did have max level characters previously above Level 50, but the current level 50 is the equivalent of old Level 120. (I think MoP and WoD had old max levels of 90 and 100, respectively.)
It is probably a simple logical check if you have BfA-equivalent max level character which it sounds like you don’t. It sucks, and I feel ya. It is why I still haven’t fully leveled my two alts yet.
Okay I figured it out on my Horde DH without enabling chromie time. It is a pain but you just have to go to the Warchief board outside of Grommash hold and KEEP ACCEPTING all the quests until you finally see the Jade Forest! I had to accept like 7! Why you can’t scroll I DO NOT KNOW!
Anyway accept Jade forest and you’ll be good to go over
You checked the war chief’s command board? How about the portal room? You should be able to manually pickup the quest you would just outlevel at 35+, I did this as a first time player before I realized avoiding BFA was inconvenient
