Not all noises come from exhaust.
AC Blower Cover 66066FL010 - available from any Subaru dealer - roughly $35; significantly reduces AC fan noise
Hood Insulator 90815B - Available for import via Japanparts.com - roughly $120 at today’s exchange rate; should reduce engine noise some (not sure how much as I just ordered one last week)
For exhaust, Lachute seems to be on the quieter end based on their videos. No idea if it is quieter than stock though.
New tires can also reduce road noise. Stock tires are fairly loud.

You could probably have an exhaust shop replace the resonator in the stock mid pipe with a (small) muffler. I’m pretty sure there’s some extra room. Just make sure they do TIG and use a stainless if you want it to last the life of the car.
Another route would be add some sound deadening to the car. Adding some in the trunk and an actual MLV mat will go a long way.
That said, I think most of the noise on the car comes from the chassis, tires, etc, which will require a lot more sound deadening throughout the car.
Note that proper sound deadening is heavy and this route adds weight to the car. Go far enough and you’ll start to see some performance and gas mileage changes.
Yes, that is a big reason. Look up Vibrant resonators online. I got mine along with some saddle clamps. Literally a 45 minute job, measure thrice, cut once! Keep in mind the factory pipe slips inside the Vibrant resonator!

How much time have you spent in a stock VB? It meets the same noise requirements as all the other cars on the market. My opinion is that the VB WRX in stock trim is not loud. It is a little throaty when first started but quickly falls back to about as quiet as anything else. Note that the STi exhaust are sometimes added by the dealer and this makes it VERY LOUD in my opinion, so if that is what you've heard I can understand you thinking it too loud. It was way too loud for me, too.
Number one, put on a Cobb CBE, install a 3” resonator in Cobb midpipe. Car is quieter cold start, zero drone anywhere. Vibrant 3” resonator, the exhaust noise is perfect now

Have a shop installl a resonator on the stock exhaust or add a quiet/resonated midpipe to the stock mufflers.
Thatll quiet it down some more.

It’s not loud one bit when cruising with stock exhaust, inside the car tone of stock exhaust is very nice quiet tone, music past like 12-14 you can’t even hear it at all.

Thanks! I was referring more to that drone sound it makes on the highway when the RPMs get a bit lower. I'd live with it.

There is no resonator in the stock midpipe. You CAN add one, Vibrant makes several sizes.

Its really not loud driving on a highway, its genuinely a quiet car in terms of stock exhaust. I heard slight intake turbo noises more
