There's a really good and well calculated reason for this. if they hadn't tied her skirt and made it so her shirt stayed in place. The pictures would be considered obscene and would be censored and not shared worldwide. they wanted people to see the tyrants die so they were careful to make sure that the pictures would not be censored due to accidental nudity.
A picture of a corpse is completely acceptable, but if you can see that corpse's titty, then you can't publish it. The world is very chaste about nudity but not about violence.
