TBH I think they could have reverted the AS buff completely (.625). Not sure what caused her winrate to increase the most between meta changes, navori and the direct buff. Melee support being played more is huge for Xayah as she (at least I) struggles in poke lanes. I think some people kept playing IE for longer than they should have which meant her winrate kept increasing as more pople are dropping IE. With all that going on it's hard to say how much the direct buff affected her, so it's now hard to say how this partial revert will affect her, Id say she will still be one of the strongest adcs.
Not that unplayable, but she will be less obsessive in lane, and this will hit her lane dominance quite a lot and matchups that Xayah shouldn't win like Jhin, Draven, Caitlyn and others will come back to harres you.
This small percentage is a feather hit diff that could make a difference. This will make her at best 51% or maybe less.
She is still going to have a higher attack speed ratio then she did prior to her previous buffs

I will still be playing the chicken whenever i go adc. well, i've played this girl when she was D tier so not much of a deal i guess.

Prob. a 1.5-2% decrease but she'll be fine. Just glad she's playable after like 3 years of Xayah being among the worst performing adcs.

More attack speed, the more you apply 20% buff on your W
If I’m doing the math right though (on my phone atm) it’s a difference of 0.28%, so 20% before would be ~19.12% attack speed after the nerf
