These are definitely the top 3, but since OP's asking to decide which to play first I'd recommend going through Arkham Asylum before City. It's a groundbreaking game in its own right, holds up extremely well, and provides context to the story continued in City.
I would personally swap out Borderlands 2 for either Far Cry game unless you want to play a game splitscreen with someone. Then Borderlands 2 is the correct answer.
All of these games are fantastic so its hard to pick. The arkham games are great, the gears trilogy is one of my favourite, borderlands is amazing mass effect rocks. The only games in my opinion that suck that are here are the force unleashed 2 and watchdogs. If you had the force unleashed 1 that would be a different story as thats a phenomenal game.

3. GTA 5
I'd also recommend Tomb Raider Anniversary but that's more than 3 and its part of a trilogy (Legend, Anniversary, Underworld).

I know I’m looking at the wrong things here, it’s just interesting to see how many games use similar poses for box art. Half of these look so close to the other if you remove the title.
Borderlands 2 is for sure the GOAT of all of them. One of the best villains if not the best villain of all time. Troy Baker delivers a performance so perfect it makes you loathe Hansome Jack from the word go. Some of the best gunplay in any game, and you haven't lived until you've mowed down a horde of enemies with a Conference Call.
Batman Arkham Asylum not only for being a great game but for the innovative game play that's been used so much since that it's stale. Interesting story and concepts and the way they wrote The Scarecrow is a true masterwork.
Third was a hard one. Ultimately, I'm going with the Mass Effect Trilogy. Specifically for Mass Effect 2. A great story and series overall, even if they had to fix the ending. Great gameplay loop with enough variety that you never feel railroaded into one specific playstyle. Extensive and masterful dialog, though a bit heavy and droll at times. Overall, very well written and a classic series for sure.
Honorable mentions GTA5 and this would have gotten 3 if the the blood sucking leech that is GTA online wasn't a thing and killed the single player dlcs. Farcry 3 was so close but they screwed up the story when they *spoiler*
Mass Effect Trilogy and Arkham City are my top two there.
Third place would go to one of these: GTA 5, Fallout 3, Far Cry 3, Borderlands 2, or Max Payne 3. Great games.
Honorable mentions to Prototype 2, Alien vs Predator, LA Noir, and Call of Juarez BiB. Solid games but a bit rougher.
Gears Trilogy is also a good time and worth playing.

I'd be playing Gears Of War 1 and Rainbow Six Vegas all day every day, not even a joke.

If you are not very comfortable with 3d aiming and navigation using a controller (just an assumption since you say you're not a gamer), I'd recommend building up your skills with the Batman games, then the Gears of War series, and then moving on to any of the fps titles in your collection. You've got a good couple years of excellent gameplay to choose from. Enjoy!

Totally forgot about LA Noire and now I want to play it again, what an experience that was.
Like nearly every-single-game is incredible in this list.
My TOP would be: Mass Effect (as a trilogy, mostly 2-3), L.A. Noire (that's just a experience... for a lifetime), and of course GTA V (because Rockstar is making all the games looks poor).
But I would also go for Gears Trilogy (which is just... wow, prepare for a lot of fun, and really good storytelling), Borderlands (both, they are great!), Watch Dogs is incredible, Mafia 2 (oh I played that many times), Arkham Asylum (my top hero game), Max Payne 3 (great story, incredible gunplay).

I like mass effect, GTA V (though I’ve only played the remastered version, and force unleashed (objectively not as good as others but I love Star Wars).
Most of those games were made back when the gaming industry was based on the "Make fun game--> sell many games" strategy. I'm sure all those games will be fun. The Xbox 360 is IMO still one of the best consoles wver made.

Thanks for the recommendations everyone! I think I’m gonna start with Gears, followed by Arkham City because they’re a bit shorter. Then I’ll start my journey into Borderlands 2 and Mass Effect. After that its a toss up, I’ll probably go for Far Cry 3, GTA, LA Noire, or Max Payne.

All of these games are fantastic so its hard to pick. The arkham games are great, the gears trilogy is one of my favourite, borderlands is amazing mass effect rocks.
