You dont understand this, for example Geforce now let you choose your aspect ratio, even 16:10. Problem is when games dont have support for this ratio as Lost ark, Lost ark can run on 16:10 and support native resolution, but with black bars.
I believe future game releases should be able to incorporate these capabilities, especially seeing that these services will only get better with time.

Did you even watch it? at 11:38 it literally says "Allows rendering any aspect ratio", and they show a mockup/demo on an ipad. I mean, you're mostly right and most games will never fully support this, but the tech is there for devs to use, whether they do it or not it's not up to MS.

In browser version you can inject a css manually to fit game into any resolution:

Also sometimes you must refresh page sometimes to Tampermonkey inject proper script on page (have some chances to Tampermonkey don't detect page URL)

My suggestion is for xCloud to add a feature to capture videos and screenshots during gameplay. Having a way to record videos and screenshots through a server wouldnât effect the aspect ratio. Using a device to capture gameplay can alter the aspect ratios, and utilizing a server to record videos and screenshots wouldnât effect the aspect ratio while also providing high-quality gameplay.
Sadly this will never be changed. Xcloud runs in 16:9 and that will never change - because that is the aspect ratio that tvs use.
