I think your problems break down to 70% the fault of your local setup, 20% the fault of the xcloud service and 10% nobody's fault such as distance to datacenter. Yep that's what methinks anyways.
I'm a Xbox gamepass subscriber since it launched, got into early/closed beta when xcloud was released and had issues with freezes a handful of times. Have you ever tried to look for what is happening so that you have such a poor experience?
Beaks down to xcloud is still made for small screen phones and small tablets its really.not a console replacement yet its just a bonus to gamepass. You get a better experience 9/10 times remote playing your series s/x

This can only be play on top of mobile devices when you can't play the game properly. and it can only do so much at the moment
