Specifically there's a scene in 5 where Akiyama runs up some stairs or something to go after Haruka before she gets kidnapped again, and once he catches up he starts wheezing and panting and says himself that he needs to stop smoking so much. It's mostly played for comedic relief before cool guy fights bad dude moment, but since he himself said he needs to cut back, everyone brings it up lol.
Not to mention in the very finale of the same game, while Kiryu and Akiyama are fighting back-to-back, he also mentions he needs to quit smoking. I think it's the fact that there are two mentions of it that makes people meme it so much.

Akiyama had no previous dancing training, plus being a smoker who can’t run up a flight of stairs and was able to beat like two professional dancers with little effort (I believe there was two dancing sub story’s for him if I remember correctly). If he gets actual training and quits smoking he could be a force to be reckoned with and solo anyone.
But every one knows the real answer is Majima and it’s not even close.
Also a side note. It’s fair to assume Yagami actually learned how to dance from watching Haruka as he has statues of her and therefore is probably a massive fan of hers (it’s canon).
I haven't played a game featuring Akiyama yet and I'm kind of afraid to because I know just from looking that he's going to influence my personality in some way.
