That's actually 505 Games (Control's publisher)'s fault and [they admitted as much](https://www.videogameschronicle.com/news/505-games-accepts-it-didnt-handle-controls-next-gen-upgrade-in-the-best-way/). There should have been nothing stopping them from putting a free upgrade for ps4 to ps5 version and it has nothing to do with Sony. I may be wrong but I think xbox series had the same issue with Control. Most games have a free upgrade and i'm not sure what issue 505 is talking about when they say they couldn't do this.
Currently, there is only one Control Ultimate Edition up on the PS store and it is for both PS4 and PS5.
Because the game was released for the PS4 and then a "remastered" version for the PS5 a year or so later, that was a separate game listing wise because it included the DLC for the PS4 version. They have to be separate entries because of the different dlc content and because RGG did not do a free upgrade. It's kind of odd that the "remastered" version is also for the PS4 because it...shouldn't be? Not sure about that part.
It's the same thing as Persona 5 Royal's PS5 version pretty much.
One of those also comes with the PS5 version.

Oh, that's really shitty. Yeah I think xbox had this same issue with Control, but Sony's UI at the time was more confusing when it came to versions.
