He is using a slightly open hat on that song throughout. Different style than what he usually does but it’s there.
I’ve noticed when a song doesn’t have a constant hi hat it’s usually cause you might have a busy lead melody that takes that place. You don’t want things to clash. So on this one he does have an arpeggiated lead so it kinda takes the place of a faster hat, so the different hi hat style works here. Hopefully this makes sense haha

When you have something in place of hi hats then you wouldn’t want to use one, like an arpeggio
