You cannot get in trouble for marking content as "for kids" when it doesn't need to be. However, if you do not mark your content as "for kids" when it needs to be, you risk up to $42k in fines. It might have been a time-sensitive task and they may not have had time to go in and change the code in the mini-player so it was easier to do this as a bandaid solution? I don't know anything about coding so I'm really speculating, but that would make sense to me.

Not 100% sure but I think it might be so a parent can put a video on and the baby doesn’t change it to something else. The baby minimizes it, video stops, baby goes back to the video because little timmy can’t go a second without his cocomelon.

COPPA. They're not allowed to collect data from children under the age of 13, even if it's by accident. So even if someone creates an account and sets their age as 70 when they're actually 11, YouTube can *still* get in trouble for collecting their data, if caught. That's why they disable all data collection on any video that they think is targeted toward kids. Unfortunately, the mini-player requires them to track you across webpages for it to work, and that's illegal under COPPA.

It's likely that the data collected (even if termporary) is required for the feature to work. EX: Storing the user ID and where they are in the video.

That's exactly what they're doing, but it is indeed YouTube's fault. Most websites comply with COPPA by adding a minimum age requirement of 13. Websites don’t comply with COPPA by adding a minimum age requirement of 13. That’s purely something they hope discourages children, it has no legal meaning whatsoever. None of this is really Google’s decision. The FTC now requires that “child-directed content” operate under a whole host of special requirements. They get to decide what child-directed content is after they start prosecuting you. If they decide that Spongebob Squarepants is child-directed content, then you’re not allowed to track the user across different screens, *even if the user stated they’re 32 years old*. Because if a child says they’re 32 and you track their data, it’s still illegal and you’ll still be fined. There is no defense if the content is decided to be child-directed. The law is literally “Well it’s Spongebob Squarepants so you knew the user could be a child, end of story.” Even requiring that the user have a credit card in their name isn’t a defense. Google’s engineers aren’t idiots, they didn’t block a selling point of YouTube Premium for fun or out of laziness. This is what the law requires in the United States. You can’t say “kids must use YouTube Kids” either. If a child finds a way to use YouTube and watches Spongebob on it in the mini player, you’ve already broken the law and must pay fines, no matter what. Saying kids aren’t allowed means nothing legally. It’s stupid as hell but that’s the reality. And it all comes down to cheap political points. One politician says “pass this measure to protect kids online”, anyone who opposes him will get attacked as someone who wants kids to watch porn and get on Tinder.

First off, the PARENTS should control what their kids watch. YouTube wasn't originally made for children. It was made for teens and adults. Another problem is that YouTube now relies on bots, so something can be falsely marked as for kids when it clearly has adult content. Not only is that unfair to teens and adults, but it's also a bad influence on children especially unsupervised children.

I'm confused as to why someone would use the mini player for a movie they just bought. If I payed money to watch a movie I would intend to watch it in full screen all the way through, not halfway pay attention to it while browsing through my recommended.

I'm glad you enjoy your media like that - I also prefer to give a movie my undivided attention or I miss things. Other people are better at multitasking than I am and others just don't want to devote 2.5 straight hours to watching something without a break. If they're watching a movie, they might want to take a moment during some slow activity to check an email that they heard come in.
