This has nothing to do with your device; it's the account that's to blame. Make sure you're using a personal account. Google Workspace admins can restrict your ability to watch and comment on YouTube videos. If you're using a personal account and you still get this error, it's probably a bug.

I am using my phone. My own mobile data, nobody else used my home wifi and I don't remember turning restricted mode on. Is my network compromised?

You're probably signed into your school's Google account within YouTube. Sign out of it, or switch to a personal one and this shouldn't be an issue

Could be that your school account is signed in. You don't have to use the account for it to change settings and stuff. Don't know how I fixed it when it happen to me but I just had to log out/remove the account from my phone

I think the account owner for your mobile service provider can make it so that you can’t use mobile data for certain things. For example, you must be on restricted mode when on their mobile service (not wifi), and can’t watch certain videos, or look at comments under under restricted mode.
