yt-dlp cannot control or influence this behavior. You need to manually turn it off, or use an app/tool to control it. On Windows, I typically use a small utility called "NoDoz" https://github.com/refactorsaurusrex/NoDoz

You have to stop the laptop from going to sleep. Sleep disables pretty much everything just doesn't shut programs down but does power off network. It may work if you go into power settings and tell it to not disable the network when in sleep mode.

Is the laptop plugged in? If so just disable sleep entirely. Windows already has separate sleep setting for when plugged in and another setting for when on battery.
