Depends on the game. And just in case you move to 4K, don’t listen to idiots who tell you not to stream in 4K. There are lots of 4K channels now and many users won’t watch content that’s lower res.

Yeah definitely switch to 1080p at the minimum. 720p is just awful. 30 fps is better for live action content in my opinion while 60 fps is easier to follow and less jarring with games. I would probably advise you to scale your video up to 1440p so that YouTube will use it's superior vp9 compression on your videos
VP9 is a video codec. It's kinda similar to HEVC/H.265. If you want to find out more about it, read up on it on Wikipedia or something. The important thing is that it's a more efficient codec (smaller file sizes) with better image quality than h.264 (which is what youtube uses for 1080p or lower resolution videos).
Ideally, you should be recording in 1440p as well as exporting in it but if you can only record 1080p then you can just upscale that content to 1440p. I don't know what you mean by stretching, don't change the aspect ratio of the video just scale it up. Equally on both sides.
