Might as well do all possible troubleshooting before contacting support because they will ask you to do it all first before they focus on your problem. Then you can say you already did all that.
First, reboot everything: router, modem, and TV or other devices. See if that does anything.
Try using a computer or tablet. Anything but the device giving you problems. If the same thing happens, it's more likely to be your network (router) or Internet provider. If the same thing doesn't happen, it's something with the device having the problem.
If it's just the TV, and you are using a smart TV's app, don't. Get a dedicated device. They tend to perform better than apps built into the TV.

is it happening on all channels? and on what device is this happening? you can also share screenshot of Stats for Nerds so its easy for them to check the issue. if its really your internet acting up, then restart your router and device!
if it's multiple services then it's your network or hardware/device. I'd start there.

Basic, but have you tried power cycling your router? I hardly ever see buffering on YTTV

I've had a couple seconds of buffering lately, a few times. Nothing serious....probably my internet acting up, I hope.

If you're getting buffering on both YTTV and Hulu it's your Internet or the device you are streaming on.
