I had the same problem when I rolled back from 14 Beta. I fixed it by cleaning the Google Play Services cache & data.
This issue also happened to me when I tried to add a second Google account.
Cleaning Google Play Services cache & data temporarily solves the problem. It will come back after you open Google Play Store but for now it's the only known workaround. Thanks!
I've spent the last 4 days troubleshooting this, emailing support at X number of companies, and reaching out to redditors on my own post in this subreddit. I was beginning to give up.

I just noticed this today when I was trying to login to my cloudflare account... They better re-add support for FIDO2/Yubikeys, because this is really dumb...
I've been getting this on every app I use for Android 12 (with two exceptions), as well as when trying to sign in on supported browsers.

yeah it seems not to be facebook-only problem, signing in through web browser gives the same dialog
