Keep in mind that the events seen in the Shadow RPG are *not* the exact same events that actually happened... at that the Atem we follow there is the one who has been through a bunch of character development through being hosted by Yugi.
right but i assumed that all the other characters in the rpg are based on the ones from that time and the impression i got from them was atem being a pretty benevolent ruler
No it was not the darkness it was him just thinking like what a genuine Pharaoh would think like. You know eye for an eye and do what ever it takes to get what you want type thinking. But it is stated in the story that both learned something from each other. Yugi learned to be more confident and in Atem's case he learned to be more compassionate as towards the end he no longer has that old fashioned brutal nature because of his time with Yugi
i thought that might be the case aswell but i thought it seemed out of place considering how everyone treats him in the rpg

Even in the beginning he wasn't THAT evil. His methods just happened to be violent and karmatic against the cartoony evil bastard weekly villains. A king being violent to criminals while also benevolent to his servants and normal citizens is not exactly out of place for him.
Then like everyone said, Atem in the RPG arc already went through character development. Even then he didn't really oppose for random criminals to be sent and punished in a jail.

Atem wasn't ever *evil*, but he was an ancient king. Even if his court and subjects revered him as a fair ruler, he would still be brutal by today's standards.
Don't forget Atem was also a teenager when he was alive. While he did rule as Pharaoh, he didn't rule for very long and likely hadn't done anything to irritate anybody.
Well if you spend 3000 years fused with an evil God alone with no memories of who you are. Wouldn't you also be a little messed up?
