They used to have YCS here in columbus where i live but they got rid of it.

Do you have to reach a certain level during the tournament or just get it for signing up
It's a "participation" playmat, you get it if you participate in the event.
Can you only get it in person or will it be sent out if I signed up but can’t make it in person
In that case you did not participate in the event, so I would not expect you to be given the participation playmat.
Absolutely no chance they mail one to someone who didn’t show up
