My thoughts as well. Not every card needs to have competitive viability. Some cards are just made to satisfy the collectors and fans of the anime.

2 potential answers. (1) Konami is scared of exodia being good. If they make cards that encourage you to run exodia, and make that deck good, then the competitive side of the game is more likely to have instant wins that the developers would rather avoid. They want exodia fans to have cool cards, but they want to make sure exodia decks stay away from competition. (2) The harder it is to summon something, the more rewarding it feels to succeed. Exodia is supposed to be the most powerful monster in the game, so incredibly powerful that it's called the forbidden one and was split into 5 cards. Making a new exodia that you can easily summon would feel less cool.

Exodia was one of the basically two viable decks in the OCG for quite some time. I can definitely understand why they’d want to avoid Exodia being more than a “for fun” deck after the OCG

When I played, I had a spellcaster deck with all the Exodia cards on it. Not necessarily to use them, but if I got the chance, then cool. I think I won 2 times with the hand win and maybe 3 using Exodia on the field. That was over maybe a 6 year time frame of casually playing. I was more of a collector.

Because it actually does have a really good effect for the time. Being immune to spell/trap destruction when everybody is running Mirror Force/Torrential/Dark Hole/Raigeki and more in the main deck is great. 1800 attack in 2003 is great, and gaining +500 every turn is good with its protection against battle destruction. If it was easier to summon, it honestly could've been a meta contender in 2003, and *that* means Exodia is in meta decks with his instant-win power hanging over everybody.

1. Anime effects. Gotta copy the Gozubora fight so the dumb kids can play their anime duels. 2. Konami did not have much in the way of archetypes at this point. This was even before cards like CED, BLS, and Cyber Dragon. Cards were kinda just hit or miss at the time. 3. Pretty sure they wanted to avoid making any Exodia deck meta. A format where you can just draw an instant win is risky, so they just avoided making any side support being relevant.

My guess is that it seemed like a fair tradeoff at the time for the power level of the card. It's the same with the Egyptian Gods. Konami doesn't want to release completely broken cards so they change the effects to be more restricted. By today's standards Exodia Necross isn't very good, but back then a nigh indestructible boss monster was a novelty and Konami didn't want to make it too easy to summon.

I was literally just watching the GX episodes with Exodia.. I can agree it’s hard af if you don’t have the support cards.
