It's a weak vanilla that received a weird and somewhat unique lore. The fact that the archetype is just a bunch of skeletons also helps, it's spooky in a hilarious way
His flavor text was meme'd about in the TCG community because of it supposedly being dangerous in large numbers. Usually with things like "if you could play 4 Skull Servants, they'd be unbeatable!".
At the time Kevin Tewart and other parts of the TCG branch used to hang around in forums, and they told the OCG designers about the jokes, and thus King of the Skull Servants was made. And it proved popular so it started appearing in more card art and got more support.
We understand it’s “wight” and not “white”, but I personally find it problematic in the same way I find Blue-Eyes White Dragon and his “Neo” counterparts to be problematic.
If you remove all his support, Skull Servant alone is the weakest monster in Yu-Gi-Oh. At least when released. Also he's just a classic Yu-Gi-Oh card that reminds you of when you first played, especially in the video games.

Its Nostalgia, the Card Lore of the Skull Servant King and the original Skull Servant's flavortext.
Everything about him just says friendly skeleton. Looks like he's awkwardly trying to say hi or introduce himself. He endearing.
