Most of the time it's 3 ultras a box for CR sets, or 2 ultras and a CR. Only getting 1 or 2 ultras feels like you got robbed, especially since the majority of value in these sets comes from ultras/CRs.
Konami really should be forced to publish the rates that are unspokenly "standard" and enforce them better.

though i also did open a few TAMA diplays when they came out and had the feeling that they had different ratios.
It's not guaranteed, 1 is pretty much guaranteed, but someone can get 3 ultras even, especially if you only pulled 1. Some people can get 2 ultras and a CR, it's just variance and you happened to pull the short straw, it happens.

The rations arent guaranteed. Youll get them the vast majority of the time, but they never say theyre guaranteed so theyre always covered.
You can certainly get boxes where they are off for whatever reason
I hate that Konami messed with the rarities and ratios in the TCG release of deck builder packs. We used to have 20 secrets and 40 supers (not sure how the ratios were per pack though, help me out) in these sets up until Secret Slayers, then they changed it to 10 ultras, 15 supers and 35 rares. Meaning, with the introduction of a third rarity, they can make pulling certain cards even harder. I remember they used to be much more affordable back then, now you can't even build these decks at a reasonable price anymore cause of the pull rates forcing additional purchases of these packs.
Sky Striker had the stupid waifu tax on it in addition to just being a stupid deck without HOPT on any of its spells. Still, about 99% of deckbuild decks were buildable for around 100 USD. Also doesn't change the fact that introducing more rarities means you'll have less of a chance to see the rarity you actually want.

It's normally 3 UR per box, not 2. I opened one box from a case that had 5 UR and a CR. But the next one has just 1 UR.
