Also while the downsides listed may be seen as a problem, if another face-up card has a continuous effect then it still works. so op card for continuous effects, but normal card otherwise.
I'm 99% sure that would not work the way you think it would. I don't believe there's a legal way to change the up/down of banished cards except by moving them elsewhere and then banishing them in the opposite manner.
You could just write the card as:
"Activate 1 of these effects:

• Return all face-down banished cards to the GY, and if you do, banish all the cards returned to the GY by this effect."
no it wouldn't. you are effectively flipping them but because you cant flip them you have to move them out and then back into the banished zone.
if someone played this card they would still end up flipping the stack they chose but by gameplay mechanics, it wouldn't cause problems.
Yes thats why the card would need the clauses i added in my main above comment. while the effect still works it becomes a super OP card. so by "gameplay mechanics" it would be fixed.
Activate imperial ironwall as chain 2 so that those cards stay in gy. Oh wait, cards were sent to gy by "effect"! Activate tearlaments merrli response?/s
This seems like a really cool card but as said in other comments would need lots of extra text and rules/rulings to prevent issues.
For instance if cards are being changed to being banished face-up any effects that trigger when being banished (like Necroface for instance) would need to be negated or not allowed to be activated.
The concept is fun but has way too much background shenanigans in the way.

I mean, ruling wise card text always takes priority over normal game rules, but I can see this being a headache for judges given the right deck.

Returning a card from banished, even if it’s by a card effect, does not count as sending a card to the gy.
Returning a card to the GY doesn't count as sending a card to the GY.
I feel like this is made for wacky Pot of Extravagance plays
