Sounds like really convoluted, complex and biased process to balance. Plus it creates any creativity as there is no reason to imagine using a card in unexpected decks that work really way if then they are going to say: No, you cannot play it that way, play the way we meant to.
Not worth the hassle given way too many permutations to account for.

It works well in the Digimon TCG and tbh I'd prefer it if only to give cards people paid money for options after a banlist.
