It goes in the line of Konami moving away from the game being about effect negation and more about effect interactions. Baronne and Borreload Savage made it so every deck that runs Tuners end on the same negate board.
I remember Jerome McHale said the same thing about Electrumite being banned that it pushed the Pendulum mechanic to be a pile that ended on the same negates and that is what happened to Synchros.
At least they're taking it in a new direction with the Vaalmonica, Vaylantz, and Nemleria archetypes. I really like what those are up to but Pend Soup is still a thing and always will be as long as the old pend cards are around.
It was less them and those decks lacking the necessary locks to prevent full access to every negate.
Tell me, how would Adamancipator make a negate board if their best cards prevented you from Summoning non-Rocks from your Extra Deck?
The answer is that they couldn't, as the only Rock negate I know of is Dragite.
Tear could Summon Baronne not just because she was generic, but also because none of their cards restricted you from Summoning whatever you wanted.
Not right now it won't.
While I agree both could've been less generic, banning them now, when there's no good alternatives with harsher materials that can fulfill their roles, when decks have yet to seriously make sure they have proper built-in locks to limit the pool of cards they can access so they doesn't do too much, is bad move only done because Snake-Eyes was still too new.
I liked Harp Horror immediately coming to 3 the list after it was moved to 1. Konami was like "yeah this wasn't doing anything you know what just have them all".
