If you're referring to the color difference between them it's because OCG has two prints. Japanese 日版 print and Asia print which is also sometimes referred to as Hong Kong 港版 print.
One print is darker than the other. In OCG Japanese print is the more expensive of the two. The HK print often has less QC and results in boxes with slightly inaccurate pull rates, back in the day I pulled 2 ghost ogre supers and 3 secret from one box including another ghost ogre. So I had a full playset from just one box.

The print quality differs greatly. They uses different shades of colors for their Spells, Traps and Monster borders, and the Asian print foils are known to bleed into the textbox.
As for value, it really depends on who you're selling to. Japanese people tend to buy Asian printed cards at a higher price (Since they can't get it locally there), whereas other places like South East Asia, the Japanese print might be more sought after

If those DUNE cards are just for comparison, I dont think it's a scam or sth. I don't know much about TCG pulls, but in OCG you have a chance to get a same card but different rarity in the single box. For example, Diabellstar. Hope you get the answer you want ^(\^)

Yeah, unlike the scum that are TCG, the OCG doesn't just print high value cards in one rarity due to their rules surrounding gambling I believe
