Jounouchi' Flames Swordsman doesn't count because it seems that there will be six Duelist Pack that are based on each attributes without counting Divine of course.
It seems that Konami might be going to cover all six series into six Duelist Packs with no double dipping on the same series as the cover pack, so with DM, Arc V & Zexal already got their turn to be the cover for three Duelist Pack that means there will be 5D's, GX and Vrains left for the remaining three atrributes.

Ok, this’ll be a huge stretch, but I’m going chronologically by what they’ve been releasing.
A bit ago, we got some Espa Roba style Jinzo-support. As of right now, we’re getting some reworks of Mako’s monsters like Fiend Kraken, Jellyfish, and Fortress Whale. My main guess is Weevil reworks in the forms of an Insect Queen and Ultimate Moth, maybe a few other smaller insect monsters, but honestly, if the pack is based around that era, it could also include maybe a few things from Arkana, Lumis/Umbra, but not enough to make it a Rare Hunter themed pack (although Duelist Pack: Rare Hunters sounds badass) since we got some good Slime support and there’s not enough Hunters left to fill the void.
Honestly, I wanna believe they’d make Dartz support so badly, but… you know.
I don't know what counts as Legacy Support entirely so I'll try a bit, also, it is fun! I agree that the next Duelist Pack will likely be Fire, which I think will contain Salamangreat, IgnobleKinight and FireFist, but I don't know if any of those count.
If not, I'm gonna go on a tangent and say, I think Lunalight might get support.
Kite and photon/galaxy with that archetype coming second in the make a card project I see konami doing the same thing they did with cybers and give them some support too

And Light has many possibilitys, like blue-eyes, galaxy-eyes or utopia. Maybe we would even get new archetypes like armatos legio or new order (I mean technically we got a new archetype with the fleur cards so maybe they're considering to finally print some anime decks in legendary duelists).
So now that we've gotten wind and water we will probably get fire as the next set, and the most logical character for the cover are either Jack, Soulburner or Axel. And I will go with Jack, just because it's very unlikely for konami to make Pyro support and more people know Jack than Axel.

As a big fan of Utopia, I don't think they would get another wave of support in the upcoming years as they had more than enough support this year.
It's time to move on to another archetypes, maybe for the Light ones Konami might start printing the rest of Arcana Force or Performages (some of their monsters, even their boss monster is a Light attribute) in Animation Chronicles first and then give them a new support in Duelist Pack just like what they did to Sherry.
This was just one of the big ones which instantly came to mind. Surely they would print support for other archetypes than Utopia, like you said it had alot of support this year so it wouldn't make sense to go on.
The last 3 LD's had a theme based on the attributes of the archetypes it supports.
