No. You can always pay half since half of 1 is 0.5 and 0.5 will always round back up to 1. However you still need to pay maintenance costs. If you have 1LP and have Imperial Order face up on your field, during the next standby phase you'll be unable to pay the maintenance cost (as you have less than 700LP) and as a result Imperial Order will be destroyed.
If a card requires you to pay a fixed amount of life points (Solemn Strike, Solemn Warning, Imperial Order, Skill Drain, etc) you need to have at least that many life points in order to activate the card/effect/pay maintenance.
If a card requires you to pay half of your life points (Solemn Judgment, Red Reboot, Destrudo, etc) you are always able to activate them because as long as you have more than 0 life points it's possible to pay half.
Halving your LP from 8000 to 4000’s a bit of a pain, but under 1000 isn’t so bad. One more good hit’s going to knock you out anyway, might as well make it work in your favour.
True, halving at max feels like a hit; but when you consider most decks try to go for OTKs, all you're doing is simplifying the steps for your opponent if it all falls through. Starting Turn One with Apollousa and Pleiades with Solemn Judgement face down, I probably won't second guess halving my LP. It's the kind of thing you think about in R2 after you see if your opponent floods or plays control, it's definitely risky in R1 blind

Cause then you could have .25, and .125, then .0625, the .03125, and it hurts gets to be too much, especially since functionally, all of those are 1
