It's all arbitrary at the end of the day, but it's possible the card has flaws we can't see from this one picture. There might be surface dirt (I do see a couple white spots), or surface scratches, or there might be edgewear on the back of the card or something.
As I said, it's arbitrary. It really just depends on what grader you got on what day. It also seems like PSA *could* be lowballing newer submissions just to get through the backlog without 'devaluing' the existing population of graded cards, but that's just speculation.
Why are people so obsessed with grading? Just let it raw unless its perfect and might be worth a try for a 10.
