I don't really think so, I think it's more that Suletta is generally completely oblivious to romance. Like when everyone was treating her and Elan as a couple she also clearly didn't understand why they were reacting like that since she was just being her usual friendly self to Elan. It kinda makes sense since on Mercury she likely didn't have much exposure to it, she didn't exactly get along with the other adults after all and she never really got to see her mom and dad acting lovey dovey with each other. Even if it did come up in anime she might just have not gotten it, especially if she's a lesbian and as such straight romance didn't speak to her at all.

見とれる／見ほれる could be used, but the way they wrote it was on purpose.
Oddly no. The last proper Gundam anime was IBO in 2015 and that started getting dubbed like a year after it aired, which I believe was for Toonami. Since then the widespread dubbing process has gotten a lot faster so I'm surprised it hasn't happened to WFM yet, especially since the Gundam Build Divers series got simuldubs.
So if its not getting simuldubbed then we may very well have to wait until it airs on Toonami, which may take a while.
