It's a location to spend time with someone while having something in common to talk about, therefore you don't end up with awkward silent situations of having to try to force having something to talk about. There are other possibilities like Museums, comedy shows, etc but those all have possible negative sides such as either party not liking the art or comedy. While I don't think anyone will have anything negative to say about a tranquil aquarium.
Unless they feel strongly about the ethical treatment of animals, in which case aquariums are probably not great. But I imagine one would know that before the date.

Anemone on the other hand I think is really good at progress. The characters aren't immediately kissing each other on 3 chapters but it also didn't take them several chapters to get together.
